Separate Inkscape document units from export DPI
In a modern SVG document, one CSS pixel is defined relative to 96 pixels per inch. At that scale, 96 px equals 25.4 mm and 1 px equals approximately 0.264583 mm.
Raster export DPI is a separate control. Increasing export DPI creates more bitmap pixels for the same vector document size; it does not change the vector page's millimeter dimensions.
